Wasted Space Blues: Badly Designed Building?

In Salmiya, this tower is being constructed; however I could not help but notice that the entire backside is just a flat slab of concrete and panels.

Would it hurt to put windows or balconies? That's a lot of wasted space in my opinion.

It also reminds me of the Monolith from 2001: Space Odyssey:
